Subject: Board of Supervisors' Response to the 1994-95 Grand Jury Report "Personnel Procedure and Policy"

Dear Judge Melville:

Please accept this as the Board of Supervisors' response to the above-referenced report. The Board of Supervisors wishes to thank the Grand Jury for its work on this very important subject.

The Board of Supervisors has received and accepted the attached responses from the County Administrator, Personnel Director, Civil Service Commission and Auditor-Controller and offers the following comments as the Board's response.

The Board of Supervisors has directed the Personnel Department to conduct customer surveys of all County departments, the Civil Service Commission, employee organizations and employees to ascertain their degree of satisfaction with Personnel Department services and what changes might be appropriate.

The survey results and the Personnel Department's strategic plan to address them will be shared with the County Administrator's Office, all department heads, and the Board of Supervisors. The Board will then consider what, if any, additional actions would be appropriate.

The Board of Supervisors in its response to the Grand Jury's Interim Final Report on the Management of County Government committed to a countywide strategic planning process. The Board hopes that one of the outcomes of this process will be to determine the roles, responsibilities and authorities of various County departments, including the PersonnelDepartment. In addition, the Board will consider the method and means by which the County undertakes the internal review and evaluation of all of its departments' performance.
