The 1995-96 Santa Barbara County Grand Jury wrapped up its year of public service today. It released a 300 page Final Report featuring a new tracking system, entitled "Follow Through Report," which focuses on 180 responses to the approximately 120 findings and recommendations from last year's Grand Jury.
This year, the Grand Jury began intensive tracking of responses to last year's reports and documenting the progress agencies have made on their promised improvements. Findings, recommendations, responses and actions completed or pending are charted in the "Continuity Section" of the newly issued 1995-96 Final Report, and are ready for consideration by the incoming Grand Jury which begins its term Monday, July 1.
"This will enable future Grand Juries to monitor closely how affected agencies respond to reports, and whether they fulfill their commitments," said Grand Jury Foreman Spencer Boise. Many agency commitments extend for more than one year. In the past there has been little or no continuity from one Grand Jury to the next because each jury term runs for only one year.
"The Grand Jury serves as the public's surrogate, helping to ensure that the county operates in a manner serving the greater community," Boise said. "By answering the reports, the agencies are responding to the entire county constituency, not just the Grand Jury. If an agency fails to respond well to a Grand Jury report, it has failed the public as well."
"The public now has immediate access on the Internet to reports as soon as they are distributed," Boise noted. The Santa Barbara County Grand Jury is one of the first in the nation to make this information available on the World Wide Web.
The Final Report includes 19 individual reports on issues of County government, city governments and special districts.
