GRAND JURY CONTINUITY SECTION
In the past, annual Grand Jury reports have had little continuity from year to year. It has been said that Findings and Recommendations are forgotten with each newly impaneled Grand Jury.
This year's Grand Jury decided to analyze the responses to the 1994-1995 Grand Jury reports. The purpose was to monitor the status of commitments made by Affected Agencies in their responses. Affected Agencies are government bodies to which Grand Jury Findings and Recommendations are directed.
To monitor the status of commitments made by Affected Agencies in their responses to the Grand Jury. To create a new type of report that will reflect the status and "follow through" of Grand Jury Findings and Recommendations.
The Grand Jury reviewed and summarized Findings and Recommendations and Affected Agency responses from the 1994-1995 Final Report. Follow-up letters were sent if the Grand Jury needed further clarification. Based on the information gathered, the Grand Jury created tables on pages S-4 through S-38.
DEFINITIONS OF TERMS, ACRONYMS, AND LISTING OF REPORTS
Definitions for the table headings are as follows:
Findings and Recommendations: A summary of the conclusions and proposed changes made by the 1994-95 Grand Jury. The language used in the tables came from the Grand Jury reports and the Affected Agencies' responses. In most cases the Findings and Recommendations were combined. If there was a response directed to a Finding, in addition to a Recommendation, the Finding and Recommendation were separately summarized.
Response: A summary of the written reply to a Grand Jury Recommendation from an Affected Agency. The language used in the tables came from the Grand Jury reports and the Affected Agencies' responses.
Action Completed: Actions taken by an Affected Agency as a result of a Grand Jury Recommendation. Only actions taken by May 31, 1996 are included in the table.
Action Pending: Any commitment made prior to May 31 by an Affected Agency in response to a Recommendation, or in response to clarification questions sent by the 1995-96 Grand Jury.

Summarizing the Grand Jury Findings and Recommendations and the Affected Agencies responses is very useful. It sets the stage for analyzing whether or not actions were completed or are pending as a result of Grand Jury Findings and Recommendations. A Follow Through report may make a "Review of Responses" report unnecessary.
