Finding and Recommendation 1 , 1a, and 1b: There is no definite procedure for citizen complaints to be acted on by Santa Barbara County or the seven Santa Barbara cities in the county. Each administrator, supervisor, or council person acts upon each complaint in his or her own way. The county and each city should designate one employee to receive, record, route, track and follow up the resolution of complaints. An alternative for the county would be to create the position of Ombudsman.
BOS disagrees. The current decentralized system is more responsive to citizen needs.
Carpinteria disagrees. The city is "proud" of the way citizen complaints are handled. It is cost-effective with a high level of citizen satisfaction.
Guadalupe disagrees; states "existing procedures are adequate."
Lompoc: said that the Grand Jury did not review Lompoc City procedures.
Santa Maria disagrees; finds it unwieldy, inefficient, and ineffective to channel complaints through one person.
Santa Barbara disagrees; states the existing procedures work well.
Solvang disagrees; the City Administrator will continue to handle complaints.
