Finding and Recommendation 1: Information regarding removing ineligible voters from rolls needs to be better communicated to telephone callers.

Finding and Recommendation 2: There are unacceptable variations of procedures at polls. Finding and Recommendation 2a: Videotape generic procedures for Inspectors to use in training precinct workers. Finding and Recommendation 2b: Inspectors should prepare written instructions as to the location of the nearest telephone and update Handbook. Finding and Recommendation 2c: Workers at polls should identify voters and resist being overly helpful. Finding and Recommendation 2d: Inspectors should prepare written instructions as to the location of the nearest telephone and update Handbook. Finding and Recommendation 2e: A list of supplies at polls should be included in the Handbook. Finding and Recommendation 2f: There should be early availability of Handbook to precinct workers. Finding and Recommendation 2g: Instruct workers about what to do with the damaged ballots. Finding and Recommendation 3: Signatures on absentee, mail and provisional ballots are a concern. Findings and Recommendations 3a,b,c: Print warning on envelopes about the consequences of variant signatures or unsigned envelopes, ballots received after the polls close, and ballots cast in the wrong precinct. Findings and Recommendations 4 & 4a: Adequate arrangements were not made for public observers of the election count at the Santa Barbara County Court House. Clearly mark and keep open public entrances. Finding and Recommendation 4b: Secure the delivery entrance at all times on election night. Finding and Recommendation 4c: Sheriff's security should control the ED office space for alcohol and public behavior. Finding and Recommendation 4d: Confidential materials should not be accessible to the public. Finding and Recommendation 4e: Clearly designate and maintain public access areas. Finding and Recommendation 5: The Grand Jury should continue to monitor election procedures.
