Procedures for the Election of June 7, 1995 Election (O)

Commendation: For improved security on election night while maintaining appropriate accommodation and service for the public during the canvass of the vote.

Finding and Recommendation 1: Needs a better mailing system for removing ineligible voters from the rolls at the precinct.

Finding and Recommendation 2: Procedures vary at the polling places.

Response 2: See 2a, b, c, d, e, f and g. Finding and Recommendation 2a: A training session for all workers should be mandatory.

Finding and Recommendation 2b: ED should train all Inspectors to display the American Flag appropriately and make certain it is displayed at all polls. This should be included in the Handbook.

Response 2b: Agrees. ED

Action Completed 2b: The Handbook was modified.

Action Pending 2b: None. Finding and Recommendation 2c: Polling place workers must have each voter state his/her name and address. Workers should resist being overly helpful.

Finding and Recommendation 2d: Telephone instructions should be in the Handbook. Finding and Recommendation 2e: A list of supplies and how to use them should be in the Handbook. Finding and Recommendation 2f: The Handbook should be issued to workers well ahead of the election. Finding and Recommendation 2g: Workers who damage a ballot card should not tamper with the ballot. This should be added to the Handbook. Finding and Recommendation 3a,b,c: Print warnings on envelopes about the consequences of variant signatures or unsigned envelopes, ballots received after the polls close, and ballots cast in the wrong precinct. Finding and Recommendation 3d: The final vote count should include the number of uncounted ballots. Finding and Recommendation 4: Public entrances should be clearly marked and kept open. Finding and Recommendation 5: The CA elections system is in transition. The Grand Jury should continued to monitor election procedures.
