County Administrator's Response to Finding and Recommendation #2 in the 1995-96 Grand Jury Report entitled Department of Social Services/Gain Program

Dear Judge Gordon:

The following is the County Administrator's response to Grand Jury Foreman Spencer Boyce's June 4, 1996 letter requesting comments on Finding and Recommendation #2 in the 1995-96 Interim Final Report entitled Department of Social Services/Gain Program.

The response format restates the Grand Jury's finding and recommendation as well as our response.

Finding 2: The GAIN program is effective and cost efficient as administered by Curtis and Associates. The Board of Supervisors has renewed and extended the Curtis contract.

County Administrator Response: We agree.

Recommendation 2: The Board of Supervisors should direct the Auditor-Controller's office to do performance and financial audits on a scheduled, ongoing basis.

County Administrator Response: As indicated in the body of the Grand Jury's report, the Auditor Controller has previously completed an audit of the GAIN program. In addition, the State periodically performs both program compliance and financial audits of the GAIN program. Finally, Federal welfare reform measures enacted this year will have major impacts on GAIN. Taking these matters as well as current resources and priorities for county audits into consideration, the Social Services Director will work with the Auditor-Controller and the County Administrator to provide recommendations to the Board of Supervisors regarding ongoing audits of the GAIN program.
