Honorable Judge William L. Gordon

Presiding Judge, Santa Barbara County Superior Court

1100 Anacapa Street

Santa Barbara, CA 93121

Dear Judge Gordon:

SUBJECT: RESPONSE TO GRAND JURY'S INTERIM FINAL REPORT

"DETENTION FACILITIES"

This letter is in response to the Grand Jury's Interim Final Report on Detention Facilities:

"FINDING 4: Fingerprinting and photo identification methods at the Lompoc Jail are outdated.

RECOMMENDATION 4: State-of-the-art equipment should be installed. The Lompoc City Council should provide funding for the Police Department to purchase a basic digital imaging photo and fingerprinting system which would interface with other county criminal justice agencies."

On June 3, 1997, the City Council considered the Grand Jury's Finding #4 and Recommendation #4 and concluded the following:

1. The City of Lompoc agrees with the Finding #4.

2. However, due to limited resources the Police Department's request for a digital

photo imaging system was not included in the Proposed FY 97-99 Budget.

3. The City Council will be considering this request and others during the budget review process this month.

4. If the digital photo imaging system is not funded in the FY 97-99 budget, it should be requested by the Police Department in the next biennial budget or when additional revenues become available.

If you have any further questions, please feel free to contact me.

Sincerely,

Joyce Howerton, Mayor

City of Lompoc
