County Administratorís Response to the Santa Barbara County Grand Jury 1997-98 Report on the Public Defender Department
Dear Judge Ochoa:
The Grand Juryís report on the Public Defender Department contains 65 findings and 31 recommendations. Because of their number and nature, they will require further analysis and study in order for our office to appropriately respond. As provided by statute, the additional analysis will be performed and the results provided on or before January 27, 1999, six months from the initial response due date. The analysis will include interviews with the Public Defender and members of his staff, research of personnel and other appropriate policies and records, as well as a study of Public Defender caseload and facilities.
In order to assist us in this analysis, we respectfully request the opportunity to meet with the 1997-98 Grand Jury Foreman to discuss the potential for our office to access information that documents the Grand Jury reportsí findings and recommendations, particularly findings 52, 53, 54, 55, 56, 57, 58, 59 and 60. For instance, it would be useful in the preparation of our response to know:
We would of course hold any names or other distinguishing data confidential.
Finally, please find attached a copy of a letter from the District Attorney in which he requests that such a copy be included with all official responses to the subject report.
